The Swiss national Bank (SNB) pays because of their high reserves of extra money to the Federal government and the cantons. For the past year in 2019, to a total of 4 billion Swiss francs.
The SNB has signed with the Federal Department of Finance (FDF), a supplementary agreement on the distribution of profit of the national Bank.
