The dams and dikes in Lower Saxony are still holding. But the water only drains slowly, if at all. Instead of a fast-moving wave, it has been pushing steadily against walls, flood protection walls and sandbag barricades for weeks now. But what worries Heiko Warnecke from the State Office for Water Management, Coastal and Nature Conservation in Lüneburg most are the so-called embankments. These are dams and earthworks that are not official dikes.
