Who knows what they have seen, heard, or even had to make… of Ten children of jihadists French detained in camps for the displaced under the control of the kurdish in Syria have been repatriated to France in the night of Sunday to Monday, announced the French ministry of foreign Affairs. “France has made this day the return of the ten young children, French minors, orphans or humanitarian cases, who were living in camps in the north-east of Syria,” he said in a statement without giving more details on the place of arrival in France or on the conditions of their departure to Syria.

In September 2019 already, nine children aged 3 to 13 years old had arrived in France and was taken directly in charge by the child welfare (ASE) of Seine-Saint-Denis. These children, from two siblings of the same family, have lived several years on the territory of the so-called “caliphate” of Daech, in the company of their parents. Five of them are the children of Jennifer Clain, the niece of the brothers, Clain, known to have saved the claims from the attacks of November 2015 and declared dead after a strike of the coalition, in February last at Baghouz, Syria. Jennifer Clain has been stopped at the Turkish-syrian border in July 2019, with his mother-in-law and sister-in-law, and four children of the latter. Her husband, Kevin Gonot was sentenced to death in Iraq.

Children who arrive thus depend on the department and are supported by the judge of the children of Bobigny, ” says Stéphane Troussel, president of the department. “We are always aware of between a week and fifteen days before their arrival,” says Daphne Bogo, deputy director of the social welfare services of the 93. The children are then taken to the carers who volunteer. To the extent possible, the brothers and sisters are not separated, but families can accommodate up to three children. For the older, the household is sometimes more suitable.

Balance sheets somatic, blood, psychological… children, income, war and conflict zones are the subject of special attention. “We get very little information about these children, who do not have a health book. They are often very tired, emaciated, and sometimes have small virus or bacteria “, lists Daphne Bogo. These children – who have never been vaccinated for the most – often show as eating disorders, sleep or emotional. “As with every child who goes bad, it may show it differently,” details the director. If those who are of age to speak to master French, it is even more hard to assess the infants. Before they are entrusted, a careful observation is made on their sleep, if they do a lot of nightmares, and the way in which they feed. “The little ones are often afraid of everyday sounds, including airplanes. The carers usually live near Roissy and the children are very sensitive to it, suggesting that they have been witnesses of bombing by plane, ” says Daphne Bogo.

“We think the exit from the entry”

For those children born in the area, a legal support complex is also being put in place. The smaller ones do not have birth certificates where they are born, issued by the islamic State and, therefore, are not recognized in France. For others, they can be returned to their department of origin, some are also made to the parent who was completely unaware of the departure, and remained in France, or entrusted to the extended family “, points out Daphne Bogo. Up here, the ASE of the Seine-Saint-Denis believes that it has had to deal with no child fighter. “We have not been witnesses of child violent or found of inappropriate behaviour,” says Daphne Bogo. “We think the exit from the entrance,” adds the social worker. The aim is that these children are able to quickly rejoin their extended family, when it is still present.

In Seine-Saint-Denis, in the face of the arrival of these children, it was necessary to organize everything, think about everything. “Our professionals have had to develop a special expertise,” says Stéphane Troussel, who has also had to create a specific ‘envelope’. “The annual expense for these children is 3 million euros,” says the latter, who lamented the lack of involvement of the French State. “I never wanted to make this issue an issue a politician of confrontation with the government.
