The Government is expected to approve this Friday in the Council of Ministers a decree to extend for the fifth consecutive time the current boundaries of the regime of modules of the self-employed, as confirmed to Europa Press sources of organisations of self-employed. This group of workers has with the “commitment” of the Executive functions of working to find a formula progressive in the coming years that will allow to annotate the modules to the activities in which they work with end consumers, to be treated of the cases in which it is more difficult for the treasury to be able to verify the actual operations.
The draft of ministerial decree prepared by the Ministry of Finance includes new limits of 150,000 euros for the greater part of the self-employed, a figure that is set to rise to 250,000 euros for the cases of livestock activities and agricultural. In this way, they would hold the levels of the recent exercise and practice all of the self-employed and not receive modification in the limits. Currently, the exclusion limits of the system have remained the íntegros of being self-employed exceed the 250,000 euros, when billing to other business owners or professionals to exceed 125,000 euros and when the purchases of goods and services exceed eur 250,000. These limits affect mainly the group of self-employed carriers.

Before the regulatory change to extend the limits of current legislation contemplated that from 2019 will harden the thresholds to be taxed by the system of objective estimation (modules), so that the limit of billing from which vetaba taxation in modules went down from 250,000 to 150,000 euros and, in the case of billing to other companies from 125,000 euros to 75,000 euros.
The Finance minister María Jesús Montero announced in November of last year the extension of the thresholds to be taxed by the system of objective estimation (modules) and then put at around half a million self-employed the number of beneficiaries of the measure, which could again be affected in a positive way next year.
Far away from the levels pre-crisis
The collective of self-employed workers is still far from recovering from the brutal blow of the economic crisis. Entrepreneurs taxed by the regime of modules declare an average annual income only slightly higher than 10,000 euros, almost 1,500 less of what they earned before the Great Recession, according to the latest data from the Tax Agency. A large majority of the more than two million professionals and self-employed spaniards are declared mileuristas, in spite of the progress of the growth in recent years, which has placed the Spanish economy as one of the most agile among the great of the eurozone, and that companies increasingly earn more. The gap between the income declared by the self-employed are covered by the regime of modules, and the wage earners (10.484 euros) is the biggest since at least 2007.
