New pirouette of the Government to not comply with what the Superior Court of Justice of Catalonia (TSJC) orders. The Catalan high court granted him 15 days, which expire today, to inform him what kind of instructions he will send to educational centers in order to comply with the final and irrevocable ruling that imposes 25% more Spanish in the entire system educational.
However, far from sending clear instructions to the centers and communicating them to the court, the Catalan government has limited itself to sending a survey to the directors of schools and institutes with seven brief questions (to be answered with a ‘yes’ or a ‘no’ ) in order to determine, through their responses, whether or not their language projects are in line with the new regulatory framework established by the Government to respond to the ruling.
With this strategy, you avoid responding to the High Court about what orders it has given to the centers to comply with the ruling.
Among the questions in the questionnaire that refer to the current language plans in each center are some such as: Does the language project avoid the use of percentages in the teaching and use of languages? Does the language project foresee that Catalan, as Catalonia’s own language, s the language normally used as a vehicular and learning language”, Do you foresee that Catalan will be the host language for students coming from immigrants?, Do you foresee that Spanish and Catalan will have a curricular use and education as a curricular language? o Does the language project take into account the results of both internal and external tests?
If the answers to these questions are affirmative, the Generalitat understands that the center complies with what is established and accepts the ruling. Therefore, it will not be necessary to make any modifications and the stipulations will continue. Otherwise, (if any center responds with a refusal), the Ministry of Education will grant until the next academic year 2022-23 to make the pertinent changes in the linguistic project. Today, the Ministry will send the survey to the 4,500 centers throughout Catalonia and will inform them that the department will be ultimately responsible for approving these projects and interacting with the Justice.
Schools and institutes have a month to answer the survey, according to sources from the department. In its instructions to the centers, the Generalitat also specifies that the Education Inspectorate “will monitor the application of the linguistic project of each center, either in the framework of its official visits or in the promotion plan for the language or within a plan of specific action.
Once again, the Generalitat ignores the literality of what the TSJC demands of it. It demands that you send the slogans that it directs to the centers to comply with the ruling, but it continues to be determined to adapt to its own regulatory framework and gets away with designing a survey that continues to elude percentages.
