Lauterbach had already presented key points for cannabis legalization in October. Among other things, they provide that the acquisition and possession of up to 20 to 30 grams should be exempt from punishment. Supply and distribution should only be allowed within a licensed and government controlled framework. According to these key points, private cultivation should be permitted to a limited extent – three plants per person are planned.
