Mr. Gressel, the long-awaited Ukrainian counter-offensive began in June. Is she going according to plan? It’s hard for me to judge because I don’t know the plan. The Ukrainians certainly hoped that with the attacks of paramilitaries in the Belgorod region they would force Russia to withdraw forces from Ukraine to secure its own border. But that didn’t happen.
