The UN climate conference (Cop28) begins on Thursday, in Dubai of all places. It seems questionable whether the international community will achieve any significant results in a country that relies on oil exports. But here too, the months-long dispute over the heating law has shown how much climate protection measures move people’s minds, turn parties against each other and are also used to create public opinion.
