The parliamentary groups of Vox, Cs and the PP in the Parliament of Catalonia will take to the Council of Statutory Guarantees (CGE) the bill on the use and learning of official languages in non-university education, presented by the PSC, ERC , Together the commons, and whose approval was scheduled for this Friday, by way of urgency and single reading. Although the opinion of the CGE is not binding, it does hinder the processing of the approval of the new norm.
The three constitutionalist parties, which together with the CUP, for different reasons, oppose the approval of a new law that regulates the use and learning of Catalan (vehicular language) and Spanish (curricular language, with Catalan) in the schools and institutes of the community, will present in the next few hours, as confirmed by the three groups, the same text before the advisory body.
According to popular sources consulted by ABC, Vox, Cs and the PP have been studying, since yesterday, taking this step which, among other requirements, requires that there be two groups or a tenth of the deputies of the Catalan Parliament (135), at least , those who sign the challenge. Ignacio Garriga, president of Vox in Catalonia, has justified this movement on the basis that “we are facing an urgent moment.” And in Cs they trust that the CGE does not respond from one day to the next but, at least, evaluate the proposal for a week.
The PSC, ERC, Junts and the commons have presented this new legislative norm, registered yesterday in the regional Parliament after more than two months of negotiations and whose urgent processing allowed its approval on Friday, as a response to the December 2020 ruling of the Superior Court of Justice of Catalonia (TSJC) that forces the Generalitat to modify the entire educational system so that 25% of classes are taught in Spanish, a minimum percentage for both official languages and considered vehicular by all courts.
The deadline for the forced execution of the 2020 sentence, ratified by the Supreme Court in 2021, ends on May 31. Thus, the nationalist groups trust that the law, as well as a decree-law of the Government whose approval is scheduled for the next few days, will be enough to avoid or circumvent the order of the TSJC. A strategy that would be altered with the movement of the three constitutionalist groups, since the presentation of a request for an opinion to the CGE paralyzes the possible approval until the advisory body responds.
