The modification of the Transport Law that seeks to regularize Transport Vehicles with Drivers (VTC) will foreseeably be approved this Thursday in the Plenary Session of the Madrid Assembly, although Vox’s support is up in the air, since he is not in favor of This regulation is carried out by the single reading procedure, without parliamentary debate and with which the right to present amendments declines.

This rule comes to face the requirement of the so-called ‘Ábalos Decree’, approved in 2018, which established that the VTCs could not carry out their activity from October 2022 if the autonomies did not regulate them. At this point, many citizens are wondering what the implementation of a new regularization will entail so that the VTCs continue to provide service, with the frontal opposition of the taxi sector. These are the keys to the new law.

— Work yes, but not as taxi drivers: The new rule indicates that the VTC can work as before: on demand, but they will not be able to perform the functions of a taxi, and they will not be allowed to pick up passengers on the street or have stops. In this way, they will be able to continue operating through the capital and not only for intercity services, for which the VTCs were initially defined.

– Proportion 1/30: The circulation in passenger cars and the rental activity are also regulated with two new articles, through which it is established that a new license may be denied when the 1/30 percentage is exceeded (a VTC for every 30 taxis); and it is established that a subsequent regulation will establish the requirements and conditions necessary to provide the service.

– VTC requirements are not increased: The rule will not introduce additional restrictions, such as the requirement of a minimum pre-contract time, or the need to return to the base after each service.
