The payment card for refugees in Germany should arrive by autumn at the latest. This means that benefits for asylum seekers should no longer be paid out in cash, but rather as credit. The debit card should work without an account connection and can be used in all areas nationwide. The countries themselves decide on the amount, other additional functions and can restrict use regionally and exclude certain sectors.

The card should not be used abroad. It is also intended to prevent refugees from transferring money to relatives or friends abroad. Those entitled should be able to view their balance.
